Activity:
*Understanding of provider economics.
LPC Comments:
*The LPC is willing to engage with the PCT and PbC to develop this skill to help current and future commissioners.
*Medicines Management team have good understanding but rest of PCT needs to demonstrate this critically important competency.
*Procurement not conducted in the best manner e.g. Harold Hill , and commissioning of the dressings where despite several requests full data set is not provided to the LPC.
LPC Score: Level 1 although this is being generous

*Negotiation of contracts around defined variables.
LPC Comments:
*Procurement strategy for premises is completely flawed and frankly dishonest.
*The procurement strategy for services needs modernising and based on maximising the skills of pharmacists as clinicians and public health experts.
*The Board must ensure compliance with good practice and criteria under Level 2.
*Evidence of compliance with Principles and Rules for Cooperation and Competition when commissioning all enhanced services regardless of the provider is needed to ensure fair play and eradicate domination to benefit the patient.
*User experience data could help improve delivery of enhanced services.
*Could solidify its position at this Level by demonstrating compliance with PRCC

*Creation of robust contracts based on outcomes.
LPC Comments:
*All SLAs to date have been negotiated in a way that meets Level three requirements.
*Additional work on monitoring health outcomes and service user experience would be supported by the LPC.
*Clinical leadership could do more to improve pharmacy input especially in the early stages of consideration.
*The LPC works closely with the PCT to create robust contracts and is happy to develop this important work further.
*In developing SLAs for commissioning pharmacy based services we have little to complain.
*However, procurement of process in general is at Level 1.
