Activity:
*Knowledge of current and future provider capacity and capability.
LPC Comments:
*An updated PCT vision of community pharmacy as a primary care clinical and public health resource agreed by the pharmacists is needed. A strategy to deliver the vision is also needed. Both are in the process of development, in conjunction with the PNA,
*An agreed implementation plan is also needed.
*Estates and commissioning must proactively involve pharmacy as a primary care resource
*We hope that the published PNA would have all this information.

*The PCT has demonstrated commitment to develop this competency and real progress is being made after a comparatively late start in the summer. The leadership and work done to date is excellent

Activity:
*Alignment of provider capacity with health needs projections.
LPC Comments:
*Whilst, alignment of provider capacity with health needs projections is important, it should simultaneous be aligned with the modern view of community pharmacy as a provider of clinical and public health services on top of the traditional dispensing role.
*GP premises and pharmacies should both be assessed for clinical, and health and well being services i.e. focus should not be on GP premises only
*Pharmacy premises should be adequately assessed for provider capacity and used more as walk-in centres.
*The PCT is attempting to move this forward but formation of PbC is hampering its efforts due to disengagement of PBC.
*PbC Governance arrangements need a review to ensure level playing field for all primary care providers.
*PNA and CSP should ensure that gaps in services are addressed using Principles and Rules for Co-operation and Competition,

*Creation of effective choices for pharmacy users
LPC Comments:
*This competency is dependent on a robust PNA being created.
*Pharmacy based services need to be further improved.
*The public should be made more aware of pharmacy services to steer them
*Development of enhanced services could significantly help manage GP workload and shortage.
*Workforce development in pharmacy should be included in the wider workforce consideration to make re-engineering of primary care successful.
