Competency 6: Prioritise investment according to local needs. Use programme budgeting and link to incentivizing the system especially in chronic disease management. Whole pathways reviews.

Activity:

*Predictive modelling skills and insights.

LPC Comments:

*The LPC and the pharmacists have seen no evidence of financial modelling in this competency.
*The ongoing work on diabetic care is slow and is a good example of how things can progress. The *LPC is appreciative of involvement and is committed to supporting further work.
*Vascular risk assessment in community pharmacy is hampered.
*Better insights could be developed by re-considering all the Enhanced serviced commissioning with a view to improving quality, access and user preference.

*Prioritisation of investment to improve population’s health
*Cost effectiveness and access of community pharmacy is considered when planninginvestment and services

LPC Comments:

*Planners and commissioners as a whole need to demonstrate understanding of pharmacy’s potential, effectiveness, access and patient preferences.
*New leadership of a new Chair and a new Chief Executive is inspiring and there are grounds for optimism.
*Some caution kicks in when considering commissioners who need to demonstrate understanding described above.
*Although the Board representative is well respected and effective the full Board is disengaged and could do more to engage.
*The Board makes decisions and attempts to justify them retrospectively. We urge them to work constructively and use PNA and the supporting document from the NHS London to guide their decisions.

Competency 6: Prioritise investment according to local needs. Pharmacy is included in Commissioning Strategy Plan.

Activity:

*Incorporation of priorities into strategic investment plan:
*PCTs measure pharmacy user experience
*And consult them about future provision of services

LPC Comments:

*Work in progress and we hope to see inspiring use of community pharmacy in the new CSP. The LPC invites the PCT to discuss the new CSP so that appropriate pharmacy contribution can be framed.
