Competency 5: Manage knowledge and undertake robust and regular needs assessments that establish a full understanding of current and future local health needs and requirements.

Activity:

*Analytical skills and insights for developing a high quality PNA

LPC Comments:

*The PCT has the necessary analytical skills and insights for developing a high quality PNA.
*With improved transparency in process and discussion about the methodology we feel now that the PCT is on its way to the next Level.
*Estates strategy continues to cause concern as there is complete lack of timely consultation with the LPC. This demonstrates that the thinking is still based on the compartalised vision rather than an integrated vision despite clear statements about integration.
*The PCT appears confused between ‘co-location’ and ‘integration’.
*Pharmaceutical needs need to be defined in a way that includes public health objectives.
*Public health commissioners involvement should be more overt.
*GP dominance and lack of pharmacy representation reduces efficiency and effectiveness.

*Understanding of health needs trends.
*Meeting health needs from pharmacies

LPC Comments:

*See above for comment on pharmaceutical needs.
*There is a need for a review of enhanced services which at present are seen as GP services. A challenging review should put cost-effectiveness, user preferences and access at the centre of its thinking.
*Pharmacies should be better utilised as walk-in centres as in Scotland.
*Demonstration of compliance with Principles and Rules for Cooperation and Competition would improve pharmacists confidence in the commissioners.

LPC Scoring: Level 2

*Pharmaceutical needs are in the process of being re-defined and so this is an appropriate level at this point.


Competency 5: Manage knowledge and undertake robust and regular needs assessments that establish a full understanding of current and future local health needs and requirements.

Activity:

*Use of health needs benchmarks.

LPC Comments:

*There are plans within PNA to addresses all identified needs and the LPC looks forward to making a contribution to ensure improvements in this area.
*As next step the PCT could easily disseminate information about needs to community pharmacists and invite interested parties to draw up service improvement plans.
