Competency 5: Manage knowledge and undertake robust and regular needs assessments that establish a full understanding of current and future local health needs and requirements.

Activity:

  • Analytical skills and insights for developing a high quality PNA


LPC Comments:

  • With improved transparency in process and greater discussion about the methodology we feel this score can improve.
  • Estates strategy continues to cause concern due to lack of appropriate engagement.
  • Pharmaceutical needs need to be defined in a way that include public health objectives.
  • Public health commissioners involvement should be more overt.
  • GP dominance and lack of pharmacy representation reduces efficiency.

Activity:

  • Understanding of health needs trends.
  • Meeting health needs from pharmacies.



LPC Comments:

  • See above for comment on pharmaceutical needs.
  • There is a need for a review of enhanced services which at present are seen as GP services. A challenging review should put cost-effectiveness, user preferences and access at the centre of its thinking.
  • Pharmacies should be better utilised as walk-in centres as in Scotland.
  • Demonstration of compliance with Principles and Rules for Cooperation and Competition would improve pharmacists’ confidence in the commissioners.


LPC Score: Level 2- 3

Pharmaceutical needs are in the process of being re-defined and so this is an appropriate level at this point.

LPC Score: Level 1

At this stage Level 1 is appropriate as work is in progress including a new strategy but the LPC feels that the PCT is encouraging and supportive.
